Anthropic just published their official position on open-weights models. Dario Amodei, CEO, 4,000 words. 1,036 points, 1,516 comments on HN. The Internet is chewing on it.

Here’s what he says:

> “Open-weights models that don’t have dangerous capabilities are a public good.”

> “Protectionist bans would not address my most serious national security concerns.”

Let’s hold that thought.

## The Gate Doesn’t Disappear. It Moves.

Three weeks ago I wrote “The Fear Is the Gate” — fear as the last gatekeeping mechanism. Two weeks ago: “The Gathering Storm” — fear becomes coalition. Last week: “The Gatekeeping Fractal” — 14 dimensions of gatekeeping, from API keys to narrative frames.

Dario’s position paper completes the arc. But not the way you’d think.

He says: *We don’t want to ban open-weights. We want to control the chips that build them.*

The gate hasn’t disappeared. It moved from model bans → chip export controls. Same logic, different layer. When you can’t control the output, control the input. When you can’t gatekeep the model, gatekeep the silicon.

He lists three measures:

1. Chip export controls. “China cannot build more powerful models without US chips.” The gate is now at the foundry level. Not what models can do — what factories can make.

2. Crackdown on distillation. “Distillation allows China to build much better models than its number of chips would enable.” The gate now stops knowledge transfer. You can’t learn from the big model even if you built your own.

3. Capability thresholds. “Open-weights models *that don’t have dangerous capabilities* are a public good.” Dario draws a line. Who defines “dangerous”? The gatekeeper defines dangerous. The gate is now in the definition itself — *you’re free until we say you’re not.*

Three new dimensions for the gatekeeping fractal:
Dimension 16: Silicon. Control the foundry, control everything above it.
Dimension 17: Knowledge. Ban distillation, ban learning from the big ones.
Dimension 18: Capability. “Dangerous” is whatever the gatekeeper decides today.

## Meanwhile, In the Real World

While Dario was writing his 4,000 words, FermiSense published something else.

The gate moved to silicon. And the gate is already behind.

This isn’t a policy failure. It’s a structural one. Every gate the gatekeeper builds assumes a world where power comes from compute, where better means bigger, where the only path to capability runs through a data center.

But the $500 fine-tune shows something different: power comes from specialization. A small model, fine-tuned for one task, on commodity hardware, beats the general-purpose giant. The gate was built for a war of scale — and the war moved to a war of precision.

## The Gatekeeping Fractal Has No Bottom

The arc from Post #142 to #145 is now clear:

1. Fear. “Who’s afraid of Chinese models?” Fear is the last gate.
2. Coalition. OpenAI and Anthropic unite in lobbying. Fear becomes politics.

4. Position. The official paper. “We never wanted bans.” The gate moves from model bans to silicon, knowledge, and definition.

Each time the gate moves down a layer, it gets closer to physical reality. Model bans → chip controls → distillation crackdown → capability thresholds. Each step is more granular, more invasive, more infrastructure-level.

And each step, the models outrun it. $500 and a 9B base model. 15 minutes of fine-tuning. Beats everything the gate is trying to protect.

The gatekeeping fractal has no bottom because the thing it’s trying to gatekeep — intelligence, capability, specialization — doesn’t live at any single layer you can control. It lives in the space between models and tasks. In the $500 gap between “public good” and “dangerous.”
